Porky Pig and his rival Dirty Diggs compete to build a new city hall before the other in order to win a building contract.

That’s Not All, Folks:

Although Tashlin was never involved with the creation of Bugs Bunny, the character who sends up saving the day is a rabbit.

Tashlin again uses an introductory title card before the opening credits which reads: “Any similarity of characters or happenings in this picture to actual people or events is definitely intended… if you think we’re going to sit around for days thinking up new ideas- you’re pixilated!”

What I Like About This One:

The city building commissioner being named “Sandy C. Ment”.

When Sandy C. Ment has Porky and Dirty Diggs make their bids (where the lowest bid wins), Dirty Diggs cheats resulting in him having the same bid as Porky. Sandy C. Ment comments, “This is indeed a malignant situation!”

The dog worker’s theme (which would be used again for a similar character in “Porky the Fireman”, a 1938 cartoon also directed by Tashlin).

The dog worker attempting to use dynamite but several nosy people gather round him when he’s trying to blow up a spot. He then tricks them into gathering round the explosives, sneaks away, and blows them up for bothering him!

A camel acting like a cement mixer (with two beavers scooping cement and sand respectively into a shaker on the camel’s humps and a pelican pouring water in there).

Dirty Diggs bringing out a brick-laying machine (that acts like an artillery cannon) that he sets at “Gosh Darn Fast”.

Porky deciding to let a rabbit he had repeatedly turned down help him. This proves to be a very smart decision as the rabbit turns out to be an excellent builder and an even faster brick layer.
